Creates SetPatch 43.4 or higher Semaphore for MorphOS,
 which may cause a major speedup for programs which may
 workaround a bug in graphics.library/WritePixelLine()
 and WritePixelArray() functions otherwise - the latter
 causes a significant speed penalty.

 Especially helps to speed up certain datatypes
 and graphics programs.
